Twitter is not a reliable source of information. Some accounts come from reliable sources, but there is a lot of fake stuff on Twitter.

The DNR fighters claimed they’d shot down a ballistic missile over Donetsk fired by Ukrainian forces, unfortunately it still fell on a civilian area and killed up to 20, whether civilians were the original target or not, don’t know

So following BillMC’s  Q: Donetsk link for twitter the first hit will get you a Spanish language  (Ecuadorian source) who are saying that Ukrainian fascists are bombing civilians. I’ve no idea what the source for that reporting is though. The tweet translated reads: Edit There’s also a link to a 32sec video, As BillMC says; it’s a bit gruesome. I’ll leave that out

Both the Ukrainian forces and the breakaway republics used cluster munitions in 2014 and 2015. Human Rights Watch did a report that was circulated at the time. Both Russian and Ukrainian forces have rocket cluster weapons in their arsenals. It’s probable that both sides are using them, And if these reports are to be believed, looks like pretty indiscriminately as well.
