I’m sure there was a softshell grouptest in the magazine a couple of issues ago but I can’t find my copy.
With a budget of around £70 recomend me something mid-weight that I can wear over a baselayer.

    Cheers

Gore phantom – retails at £99 but I picked on up for £74 a couple of weeks ago. If you do a search in google you will be able to find similar deals. Worn it on 3 rides so far and been very impressed.

If you can stretch your budget, Singletrack gave its “Recommendation” to the Gore Oxygen SO – it is meant to be less thermal than most softshells and so more versatile. On sale here (£90): http://www.primera-bournemouth.co.uk/Template.aspx?prodID=4526

I am trying to resist the temptation to buy one

Got a Phantom for £75.00 (CycleSurgery price match). Very impressedwith it as are the many other prople who’s got them. Generally wear it with 1 base layer but add another if it’s a below zero night ride.
Don’t know how it washes yet as I’ve only had it about 3 months and not washed it yet 🙂

If you don’t want detachable arms I’ve just picked up a Nice 2008 Gore Contest windstopper for £60 posted – Winstanleys I think.
