Can anyone tell me what info can be gained from just an ip address if you obviously can’t contact the ISP for further data? Unlike a government agency can.

A static IP will often tell you where someone is (certainly in this case) as it will identify an organisation that holds the IP address range.

Even dynamic ip’s aren’t changed often though are they?
Unless you reboot a router or the isp reassigns it occasionally.
