So my crossmaxes have got some wobbles in them but the spoke nipples are pretty much seized right up.

Has anyone got experience of loosening them off, or should I just spray with lots of wd40 and hope for the best? Or maybe some other sort of penetrating light oil?

I had this on a set of crossmax. I used a good penetrating oil and a week or two of rotating the wheel and oiling a few spokes at a time and trying them with the spanner (decent metal one). This works well if you're not in a rush.

Bit far to fort bill for me.

What oil is a good penetrating oil?

Any specific penetraing oil (eg plus gas) should be ok, it's giving it time and easing the spokes that's key.
