Bike upside down for long period & lockout issues?

Hi, have my bike stored upside occationally to save room. When I come to use it I notice the lockout function doesn’t work. However, after some riding and doing some pumping of the forks it eventually starts to stiffen up, returning back to normal.

Is this normal?

Is this bad for my forks?

My forks are : ROCKSHOX Recon.

Same happens with my foxes, it just the oil taking its time to drain
back to the bottom of the forks.

No sure about rockshox but fox recomend storing he bike upside down as it
keeps the seals lubed.
