Just a flat bladed screwdriver to prose it open at 2 o'clock?
Or something more specialised. It's 90 miles away, and so I can't just nip out and try.
TIA

Crowbar underneath the lip at 2 O'Clock - You mioght struggle with a screw driver. If its stuck, try hitting the lid or the concrete casing to free it a bit.

The question is...what tool will I need to operate the stopcock after I've opened this stopcock cover?

A stopcock key ( or a toby key as I would call it) usually has a flat end to one of the handles for prising the lids.

Stop Cock key

Tool station, although I'm sure mine came with a short plastic thing that fitted into the meter like on the right in this picture.

A water meter?

How modern. Hasn't reached the provinces yet.

I open mine with just a large flat screwdriver. A polystyrene thing covered in spiders lives beneath...

Her Majesty's normal Imperial unit is "inches of water column".

Your newfangled metric measurement seems a touch coarse by comparison.

Two screwdrivers makes it easier if dirt has got into the seal, 2 O'clock and 11 O'clock. If you have a spare hand stick a third in at 6 O'clock for good measure.

Even a stopped cock tells the right time three times a day
