Public pump track building – advice and experiences?

I’m looking to contact the following regarding the pump track build,

Can anyone suggest any other contractors?

Is it normal when someone ask’s for help to spend £25K with a company, that the company in question ignores them?
Is it reasonable for my local council to ask for £72 before they even answer whether you need planning permission or not?
Poor rant by STW standards I know, but I’m tired at the minute!
