Who is the artist that paints scenes like the countrysides of yore then dumps a burnt out motor in the middle?

Just reading A Very British Coup by Chris Mullin.
I have to keep reminding myself this was written in 1983.

Prime Minister Angela Rayner opens the much delayed X-Rail link in London. She has recently opened the Cameron Link Park from the north of London into the centre as a green access route and cycleway on the abandoned route of HS2.
She became PM at the election after the National Unity Government of Ken Clark had overseen the negotiations with the EU on the Customs Union and future trading agreement only for these to be rejected in the following referendum in favour of full membership. He had become PM in a shock move by Teresa May when she resigned by not recommending Boris Johnson as the new PM to the Queen but instead recommending a Government of National Unity with Clark as its leader. The conservative party fragmented after this into several smaller parties most of which disappeared at the last election.
Jeremy Corbyn joined the new government but as one of the first acts of legislation was a re-introduction of a compulsory retirement age he retired to live on a Kibbutz and was replaced by Rayner. Labour as the largest party leads the coalition government on a platform of national renewal much of which was developed from the ideas developed by John Mcdonnell during his time as shadow chancellor. England is fast becoming a leading social democracy with a Citizens Bill of Rights and for the first time a written Constitution. The King plays a minor role and most others members of his family are no longer supported by the state.
On 1 Jan next year only authorised vehicles will be allowed to use internal combustion engines all others will have to be electric. The new integrated transport system covering all areas of rural England and access to electric vehicles on a pay drive system means private vehicle ownership is largely defunct.
All utilities and transport are now government owned and operated in the national interest by private companies. Any profits generated are invested in the National Investment and Development Bank. This also allows private investment for savings giving a variable rate of return and is the main source of secure saving for pensions and investment after the collapse of Woodford proved to be the start of another banking and investment scandal. The FCA and several Treasury officials are awaiting trial in connection with is. Liz Truss has been excused from prosecution on mental health grounds and is detained indefinitely.
One innovation which has proved very successful are the reduced seat carriages on the new Hydrogen Trains allowing maximum bike carrying with plugin points for charging. Electric bikes now outsell traditional models by three to one. Shimano as a major supplier of parts for traditional bikes has adapted to this new market while SRAM like most US companies never recovered from the devastating effects on America of the Great Rift Valley disaster where large areas of the central plains of America where flooded with the loss of most of California and New Mexico.
