Is this a crack in my 'top' tube?

Cycled past this today. It was the only turbine out of dozens not turning, I wonder why?

I doubt a crack would stop it from turning. Dodgy bottom bracket probably.

what’s the worst that can happen?

For idle people with a mathematical bent, work out the peak torque the blade hub carries (look up the power and the rpm!) it’s quite a big number! 😉
