Right so far I have tried the following
deleted temp files,
down loaded and run twice a registry cleaner,
deleted Norton,
downloaded and run twice superantispyware free version, downloaded and run twice AVG free version,
Adobe, Windows and Java are up to date,
Tried 4 different speedcheckers with all the different settings they offer and all show similar speeds,
Finally I have just spoken to a very nice BT engineer who told me broadband speedcheckers are about as much use as a chocolate teapot they are basically random number generators. He is coming to test my line today and is going to give me a new filter just in case thats the problem
