(which is an important thing for an international Head of State – though not necessarily for an elected leader)

yep! Let the democratically elected leaders get on with running the country whilst the ceremonies, pomp, meet and greets, railway openings etc are handled by someone else. Ideally someone experienced and classy, with time on their hands, who has been trained in proper etiquette and public appearances from birth. 😀
