Chlorine has many legitimate uses. That didnt stop it from being classified as a chemical weapon though when it is used as, ermm, a chemical weapon.
Thats why the Chemical Weapons convention has three different classifications for chemicals. schedule 1 for those which dont have any real use outside weapons vs schedule 2 and 3 which do.
Use a schedule 2/3 chemical as a weapon and saying it was originally manufactured for something else wouldnt get you to far.

Well I'm finding it great that we seem to have front row seats down here in Oz as he redirects the fleet to Korea in time for the anniversary of the N Korea guy. Some days you wonder who is doing the provoking.
Meanwhile the Democrats have worked out that tax returns are still relevant as Trump seems to reject tax changes that would hurt him personally. Definitely no conflict of interest there.

a) He decided that this is what he was going to say beforehand - "yep, I'm definitively going to bring up Hitler"
b) He went in completely unprepared, and made something up on the spot
I'm inclined to think it was B.
