On the basis that this is the MoD's army surplus web shop.

So what was the excuse when someone decided they needed to buy a watch that Google suggests costs c£800 new?

cant open the site, but it's more likely that its an unallowable gift that has to be disposed of by the MOD. Possibly presented by a foreign diplomat or arms dealer to either an officer or an MOD official. Above a certain value it has to be surrendered to the department for sale or ownership by the government (in the case of, say, valuable artwork etc)

In which case there seem to be a lot of companies/governments with an odd idea when it comes to gifts.

This would seem a perfectly reasonable explanation.

However, defence procurement in the UK is a farce that has to be sorted out pronto speedy. Far too many absurd overspends from a system supposedly designed to "maximise efficiencies in the procurement buying lifecycle experience"*

* or whatever management bible bullexcrement they spout in the defence procurement sector.
