Going to need a lot more info to determine what it is, but I'm guessing that's an eyepiece sticking out of the top? Some kind of viewing/observing instrument?
What does the A/Z knurled dial do? What's the other bit top-left? What's inside? What's on the bottom/top? Are there any markings?
In addition to the jumper, why had he got some frilly knickers tucked under his arm? Is that a clue?
I suspect that this was produced in Germany and that Z (= Zu) stands for Close(d) and A (= Auf) for Open(ed).
My best guess is that it's a smoke generator. I can see a filler for the liquid and an outlet; is there another inlet for an electric element or something? Does it smell smokey or chemically?
Or it's the Holy Hand Grenade of Antioch....

Open big lid apply boiling water and some kind of Eucalyptus/medical wax stuff put lid on allow hot water to crack the wax and make a delicious steam open valve and inhale.
Not seen a steel one but have seen a stoneware one.
Edit: benzoin resin apaz is the stuff that would have gone in.

I reckon Joshvegas is on the right track. Its pretty manky inside although no smell. Don't recall any other openings or markings. I'll message BiL and ask him.
The big hole on the top is for filling, the small built in funnel is for pouring and the bit on the side is a vent, open it to let air in when pouring, stops it doing that glugging thing that jerry cans do.
Possibly fuel can for an old vehicle? They did some fancy stuff on old cars.

But i THINK its a Morton Ether Inhaler for anesthetics.
Or a derivative... Its the same layout down to a big opening and a smaller mouthpiece with a valve on it.

Oil can? the top is a funnel for filling the actual can and then screws onto the side to make the spout for the can. If not I go with the bong theory.

Joshvegas - you're the only person to have come up with a plausible explanation. Pictures seems to be mainly glass, would need to find a medical instrument museum to see more examples I guess.
