Have a 20mm (internal) rim on my commuting bike. Choice of 28mm tyres is much larger than the choice of 32mm tyres.

Anyone do it and have you had any problems?
Boing, anyone?
I'm running 28mm conti gators on 19mm (internal) arch rims which acording to the ERTO or whatever they are, is the narrowest tyre you can fit on such a rim. Not sure 1mm will make that much difference.
I tried some Conti GP 4 Season 28mm on Mavic A119 rims (19mm).
5 pinch flats on my 45 mile round trip commute.

If that were me I'd stick Kojak 1.35s on it... Thought they were too light for commuting but yet to have a flat (on my 26er ons), quite impressed.
