Ive just got a hold of a 2016 hightower frame. on the original build they were specced with a 51mm offset fork. Will i notice much difference if i put a 44mm offset on it?

Not much. I rode my Hightower with a short offset for a while and hardly noticed any difference. A ride or two and it will just feel like normal.

If you've never ridden it with the 51 then you won't even notice anything, so many aspects affect the steering and stability of a bike, offset is just one small part of that (stem length, bar width, tyres, etc, etc, etc)
