Cistern not filling with water but sounds as though water is exiting the tank.
I've drunk some beer so can only cope with simple advice.

Only thing that would worry me is where is the water that is exiting the tank going if not in the cistern

Hate to disappoint you Ernie but the lights are working fine. Last month the power cut happened.
