The builder just rang me up to say he's gone through the incoming water supply at home & when he fixes it, shall he put a tee in before the meter & run it to an obscure location in the garden then re-bury the in-coming pipe.

Is he allowed to fix it if it's before the meter? Does he not need to inform the water board for them to repair? Maybe this is why he's offering...
