    “Sleeve” bolt, as in the ones where a smaller drive-side bolt screws into the larger non-drive-side one, which looks sleeved owing to the internal thread it has to mate the smaller bolt. The larger one is halfway out. Do I just need a longer inner bolt so that I can knock it completely through?

    Can you not grab the “larger bolt” and pull it out?
    Try turning it as you pull.
    Pics of the bolt might help.

    I’d go for a combination if the 2 but I’d Put a longer bolt in and tap it in and out slowly to get it moving.

    It’ll tap through but I’ve reached the maximum amount with the length of the smaller bolt. It won’t come free on its own. Have soaked it overnight with penetrating fluid and will leave it until I have a longer opp. side bolt I think.

    Depending on diameter – a piece of wooden dowel can be your friend in these situation. Use it like a longer bolt but without danger of punching through bolt head or damaging the internal thread of the stuck bolt.
