Does it take an insurance company 10 days to transfer an agreed authorised settlement into my bank account?

Why does it take the DVLA 2 weeks to send me a letter letting me know in one week they will process my V62 form and another week after that I [i]should[/i] receive my V5C.
...and that is after paying them £25.

Why do I post something recorded/signed for that Royal Mail tracking tells me is lost so after 3 weeks I have to reorder and resend only for the first item to turn up [b]despite royal mail tracking still telling me IT IS LOST?[/b] ...and relax.
