So, I'm looking for front and rear lights for commuting, to avoid the "I didn't see you" defence. Can any commuterists make practical recommendations?

Sorry mate, lights won't help with that!

It would fit your bill. It's bright enough that I have a concern I may look closer to a following car than I am, ending up sideswiped in a misjudged overtake.
