Whatever is cheapest on a sale site. We bought a cheap (£20) Nikon sans box and instructions from Jessops "secret" clearance section to take canoeing and allow kids to use. It is great. They will kill it.

Olympus mju from eBay. You can get an old model for £40. Tough, waterproof and takes reasonable photos
