If a road is improved reducing traffic... ...but then more people use the road because the road is more usable because there's less traffic... ...so then the road becomes as gridlocked as it was before.

It depends. The M74 link to Carlisle is still below capacity years after it was built. The dual sections of the A9 built years ago likewise.
Poor design as stated is a problem. A recent example being the decision to upgrade the A80 past Cumbernauld to a 4 lane motorway rather than a 6 lane when it was the link between the M80 and M876 (8 lanes total) at the north end and the M80 and M73 (8 lanes total at the south. Result peak hour congestion as soon as it was built. A dual 3 motorway would probably be free flowing at peak hours.

"Rebound effect" get's used too.
Used to describe that rather than saving energy, people who have cavity wall insulation actually just have warmer houses. This is actually less of a choice than it sounds, because most people have the thermostat set for a few hours morning and evening, it makes little odds whether the house cools down in 1 hour or 8, it's still going to be 'cold' when the heating comes on, heat it up, then goes off again.
Ditto economical cars, electric rather than petrol garden tools, etc.
