My girlfriend is a teacher and wants to make a short stop motion animation film from stills shot on a camera. Are there any free of cheap pc programs to do this? Anyone have any other tips?
Me and the lad had a play on a free-bee called Monkeyjam.
I think one of the most popular in schools is called Digital Blue, here's a video of it in use. Others (better quality, more features)are available but there is a fair bit of knowledge in the education world for this system.

I've used paint shop pro's animation shop succesfully in the past. (Unfortunately it doesn't seem to work with vista)

I had a look at monkeyjam too, seems pretty good.
If you want a really tiny animation, gickr lets you make animated gifs...
