Best Council award. One word: oxymoron.
I don't get to write oxymoron as often as I'd like.
This story has done something to redress that problem.

Best is a comparative adjective, they don't have to be good, just better than all the other councils...

Wandsworth. Cheapest council tax. acceptable services. That's all I need thanks.
Has the festival finished yet?
Its all relative, how many other councils entered the competition? Most are probably too busy trying to justify their existence, I mean FFS West Lothian won it in 2006.
Edinburgh have two of the biggest muckups going as their responsibility at the moment.
