Right then.
My paypal account is limited, turns out it's been like that since the start of the year as they wanted to check there hadn't been any unauthorised access (there hadn't).

I made all the security changes they've requested but nothing happened,
and I've sent them three emails, all of which promised a response in a couple of days - none of which have materialised.

Is this normal?
What else should I do?

On the plus side it's stopped me spending a small fortune in the classifieds...

send them an email pointing out how much money they've not made off you?

At some low transaction point they need to confirm you're who you say you are, I think at £500 transaction limit. You give them your bank details and they put 1p in and take 1p out (or something like that), then you continue as normal. They're a online bank and want to confirm their customers are genuine, I suppose.

I had the same problem - spent weeks jumping through all the hoops presented to me and still I couldn't access my account. There was nothing in the account so in the end I just opened another account with a different email address.

They did this to me too. It took about 4 weeks to resolve. Keep bugging them. My account had a credit balance otherwise I wouldnt have bothered.

In the meantime I opened another account with a different card.

I had the same problem.

In the end I sent a half page rant detailing how absolutely useless I thought they were. Initial emails (about 10 of them) were sent to Customer Services. I sent the rant to both Customer Services and Account Limitations.

Less than 24hrs later my account was back online again.

I hate Gaypal! Had similar troubles. Their service falls well short and this smarts given their exorbitant fees!

I've had the same problem this year. I hadn't used it since November then won an item on ebay in January and tried to pay for it and paypal immediately put my account in limited state so I couldn't pay. I jumped through all their security hoops, confirmed phone number and ended up sending a copy of a domestic bill to further confirm address. Not like I've lived here ages and fully confirmed all this before. So after 48 hrs it was re-instated and the ebayer was understanding. So I didn't use it for another 3 weeks and someone transferred money into my paypal for a bike part, and they put it in limited state again so I couldn't withdraw the money. Sent them a constructive critical email, took them 5 days to re-instate my account!! They are a shower of ****, but there seems to be no alternative, they have the monopoly when it comes to ebay payments.

Paypal are one of the reasons I don't use ebay any more.

I tend to view PayPal as a necessary evil. Having said that, when I've had problems, I've had good results by phoning them.

If Paypal is so evil, what are the alternatives?
I had the same a couple of years ago as said above jump through the hoops and be patient, they do the money in/ money out and then everything will be fine.

It seems to dominate the market, there's Google Checkout, but it doesn't seem to have anywhere near the level of support that PayPal does.

I closed my account and refuse to use them after they did this to me. I had something paid into the account, money which i desperately needed at the time and they decided to limit my account and no matter how many hoops i jumped through they wouldnt restore it. Took 8 weeks all in.
