My old pc seems to be seizing up so is eBay still the go-to place for a non-gaming desktop PC? If it had office pro loaded that would be a bonus.
Also, is there is a way to migrate all programmes etc to another PC?

What do you need to migrate? Most stuff has a livens key and always good to start fresh. What is your office sub? Do you have a key or an account?
What do you plan to do with it?
Ebay for refurb probably, ebuyer for new no names mostly and dell outlet for something with good support of needed and some bargains in there.

1) Back up your data (which you do already, right) and do a clean install of Windows.
2) Have at the insides with a can of compressed air, blast all the dust out of it.
