Please settle today's office argument...
Is there any specific legislation that compels developers to include showers / changing facilities in new office buildings?

Two arguments here.
First one; Nope, they sell by m^2 and showers take up space.
Second one; If they were going for BREEAM points, then showers encourage sustainable transport usage, so yes.
Depends on the motivation of the developer.
