New business venture needs brand design and web design creating. The website will be pretty straightforward, nothing complex. The target is 21 yo's so need designer who's 'in touch' with this audience.

IME, a designer should good as designing, and a web developer should be good at web development.
IMO, a graphic designer is not likely to give you a responsive, accessable, SEO friendly website, you need a google-geek for that.
