Most on-line job advertisers are. The adverts will be real (Jobserve is one of the better ones for that in my experience) but yes, they want your CV to add to their database, a database they can sell the search functionality of to recruitment companies.
Saying that, Jobserve's CV database is crap, the CV's are good but the functionality is appalling.
