Ive got his full address so I guess i could go and knock on his door.
Just had neighbours of the house on the phone comlaining to us about all the rubbish they are throwing over the back fence into the communal alley way and also there is a massive party going on and there are around 20 - 30 people at the house and in the garden throwing ciggie butts all over the cars in the parking bay next to the fence!!!

You could email a letter to somebody local, and ask them to hand deliver it,and get them to sign for it on receipt.
