I've been helping with a website for years for the SCLI (Somerset & Cornwall LI). Until recently the hosting costs have got a bit daft and we have let it expire.

Currently the content is parked up at:
http://www.britisharmedforces.org/scli_pages/index.php

I want to get it into the cloud and let it go free so others can contribute as and when. Especially the memoirs, reunions etc.

Thinking about migrating to wikipedia but I'm sure they would not endorse stories.

Any thoughts.

I thought 'the cloud' was more about where it was hosted than how people contributed to it?

you can setup your own Wiki fairly easily I think and host it anywhere.

I just want the content out there and not really belong to anyone. It'll be a shame to lose it.

A wiki might the answer but on a free host somewhere.

Wordpress.com perhaps? Wordpress is regularly being used as a simple CMS with it's Pages

A cloud is just a big server somewhere. Hosting is is just a server somewhere.

Getting people to contribute to blog etc. won't matter where it is. Probably have to pay some form of hosting fee I'd expect regardless.
