It's true. For obvious reasons, border patrol/ICE traditionally were mostly deployed on the US/Mexican border, and the most useful language to speak was Spanish. As the US is only slightly better than the UK at teaching modern languages, the vast majority of Spanish speaking potential recruits were people that grew up speaking Spanish at home ie Hispanic people (or, if you're an NPR liberal, Latin@ folx).
