We've had hallway replastered, which is getting paper.

I've painted the ceiling but aroung the edges the paint refuses to stick. I'm suspecting that the sealant used before the plaster went on has been spread onto the ceiling, and is making a crappy base. Ceiling was painted previously.

Whats the right way to fix this? Some sort of primer? I've got a can of wood primer, but guess that's not the right thing to use.

What you need is this stuff:

http://www.diy.com/departments/zinsser-bin-white-primer-undercoat-1l/38767_BQ.prd?ecamp=Seapla&ppc_type=shopping&ds_kids=92700014229428433&gclid=CMGiqZqwr9ACFVVuGwod_kwMdw&dclid=CMCky5qwr9ACFVOmFgodY2kCbw

Comedy name huh...

Not cheap but very effective primer, neutralizes everything I have tackled like damp stains, sealing lead paint etc. Use in a well ventilated room as it is very potent stuff!

Have you tried just washing with sugar soap (and rinsing well) round the edges?
