OK. Genuinely no axe to grind... I don't live in a great town, but.. I'm intrigued.

Drove West through Chesterfield on Sunday and back East again today.
Both times the place seemed curiously and conspicuously, divided:
(A) main drag seemed thronging with pished, tattooed, munters and their staggering (literally) partners; Another part appeared almost genteel and cosmopolitan: All 'wine vaults' and Range Rovers.

Did I stumble across some major local event? An important footie match? Just a normal Bank Holiday? Is the town on the up or in decline?
It really did seem marked.

Will the real Chesterfield please stand up?

when to colledge in Chesterfild, had some many happy house wrecking partis there! best view of the place was in the rear view mirror, they had a crap football team and they managed to stuff the church spire up as well 😉 some good riding on their doorstep but that was pre my biking days spent more time on the Rother (drainage ditch) in a kayak

I think you've just discovered that politicians have failed to deliver on their promise of a classless society. Most places are like that I find. The devide seems to be getting bigger as well. Either that, or people who fill the middle ground (I think I'm one of them) are all just in hiding.
