[Closed] Building Warrant and Planning Permission - Scotland

Going to view a house tonight and looking on my local council planning portal thingy it shows that the owner applied for planning permission to put a balcony out front and reorganise the internal layout so that instead of having 3 large bedrooms it now has 4 bedrooms and one en-suite. The planning permission was refused, but there is a seperate entry with a building warrant submitted for the internal restructure (which the owner has gone ahead and completed).

Question is in Scotland do you need planning permission to shuffle internal walls around and create a new room or will a building warrant suffice? The feedback from the owner through the estate agent is wooly!

I hope so but to be confirmed. Annoying thing is that it's the agent doing the viewings.
