Writing a spec/tender for a website.
What standards will it need to comply with for accessibility/disability?
"XHTML/CSS": Not really, but it helps as if they follow the standards then specialist accessibility browsers will have an easier time "reading" the site.
For [u]proper[/u] accessibility you really want something that passes the [url= http://www.w3.org/WAI/intro/wcag.php ]Web Content Accessibility Guidelines (WCAG) from the Web Accessibility Initiative.[/url]
Be warned though that it can add a lot of extra hassle to the website development and may restrict the number of exciting shiny things you can do.
Having said that, even trying to meet the guidelines is a good step forward and far more than most websites bother with.
