On a road bike?

As in, why not put 26" (or smaller) wheels on a road bike? Lighter, more aerodynamic, cheaper, stiffer.

Obviously you would need bigger chain rings, so some of the weight loss would be put back on, but not much.

And obviously there is a limit to how small you can go before the chain rings are scraping against the floor.

Is it something to do with rolling resistance? In that case, why not go bigger? Is 700cc just an arbitrary size some bloke randomly came up with a century or two ago, or is there a reason for it?

700c is smaller than 27 inch which is what my first racer had. I blame the Europeans!

700c road wheels are also known as 28".

Which gives my favourite bike fact: 28" and 29" wheels are the same size, but 27" wheels are bigger.

Traithletes do. But they are knobs.

Convention I guess, and 26" would ride more harshly.
