Sure, have at it.
You wouldn't want to use the phr washers though unless the internal rim bed radius matches. E.g. Stans rims are flat.
For non DT rim builds I use squorx and whatever sapim washers are most appropriate.

Thanks, looks like the internal rim bed is flat so can't use the PHR washers.

I would highly recommend sapim/newmen MG washers. Not much weight but likely a better wheel.
Factor in their thickness in spoke length Calcs though.
