No. You need stored air (compressor on a small tank) to be released quickly to inflate the tyre instantly.
Edit. Only an initial look, but something like the below as a minimum.
If he gets one, remember to set the pressure valve around 40PSI max initially to avoid dangerous and loud bangs 😆
