I wasn't quite sure that this was for real when I read it. Apparently Active Travel England are suggesting that roads in England should be made/built narrower to discourage motorists from overtaking cyclists when they realise that there's not enough room for a 1.5m pass, & to encourage cyclists to ride more centrally. In my experience most motorists will try any gap that vaguely wide enough to squeak a car through (usually at speed).
Anyway, rather obviously motoring groups aren't happy & the whole things likely to increase friction.

Or just make cars bigger and wider so there is no room.
Oh they are already doing that.
When I worked in local authority, the advise from TfL was that bus lanes should be below 3.2m or greater than 3.7m because 3.2 to 3.7 is where bus drivers tend to think there's an overtake that isn't really there so it's not a new idea.
Or just crush the car of anyone who throws litter from their vehicle. This would pretty quickly empty the roads of traffic.

why not shift the car parking away from the pavement, into the central reservation.
nothing deters motorists from speeding quite like a row of parked cars to their starboard…something to do with a fear of scratching their car.
Then place some bollards along the cycle lane.
we’re all recycling plastics like never before, so adorning the cycle lanes with plastics bollards full of water should be fairly cheap.

Lol, what money are they going to use. We can't fix potholes, keep drains draining or replace the barriers, signs and lights that drivers destroy.

irrespective, the only way to make uk roads safer is to segregate cycle lanes until motorists themselves, learn to enjoy walking and cycling.
As for the kinds of bollards, it has to be something punitive. Bizarrely even parked cars can offer a suitable deterrent.
even fairly slender trees will total any car, but few motorists have assimilated such knowledge.
so, something hefty looking is required.
