My headset is missing a couple of ball bearings, but the other 28 are still in there ( sealed bearings) will they be okay to ride with after being regreased till i get knoew ones? or will it be very bad?

It will be pish - almost impossible to get a smooth play free turn. won't harm anything else tho I think
Edit - I guess yo mean a caged bearing - a sealed one bearings cannot fall out
