Sealed headset missing 2 ball bearings, still has the other 28, is this a big problem? or can i grease it up and ride it till I can get more bearings?

It will still run with a few missing ball bearings, especially if you pack some grease in there, but they'll wear a whole lot faster while some are missing. Up to you whether you want to take the increased wear until you get some new ball bearings into it.
