He might be struggling because his provider have blocked voip traffic, thats the problem I discovered after splashing the cash on a iphone and contract, that I had expected to get good use of skype from, here in Germany

If he can't get it working on the phone, then it might be worth trying tethering to a laptop and running skype on there.
Not much use if you want to be using it out and about with only the phone of course.
