Is to be used as a stand alone shrub or hedging??
Not a hedge but I don't mind planting a few if necessary

Try Escallonia, I used it as a hedge plant out the front of the house and am forever having to cut it back!! Try Looking here!
Most evergreens are slow growing, except maybe laurel. Why not buy a mature shrub/specimen in large container,large from day one.
Otherwise look at Lavatera [mallow], Ligustrum [privet], dreaded leylandii.Climber ie; Clematis, honeysuckle,climbing rose.

Just put a patio down over the corpse. It would be quicker.
Big rhododendrons would, mostly, fit your bill except they tend to grow at an average rate.
Well if the neighbours are the problem, then I suggest that you get one of these and allow it's branches to hang over your neighbour's side of the fence.
buddleia are a good choice they are excellent for pulling in bees to the garden as well.
bamboo, thats fast growing.
I would try a fatsia or acuba.
I'd steer clear of anything quick-growing.
