It looks like some sort of security bolt, I’d get out the needle nose molgrips…unlikely to be that tight bearing in mind it’s tightening onto glass.

Drill/Dremel the sucker out then put a normal fixing back in.

dremel a flat on it.

I’d imagine some kind of security torx tool (not sure exactly what kind though, those in the bottom left look likely-ish)

You can do it with patience and a flat head screw driver as long as it’s not too tight, failing that, pliers, molgrips or similar.

I would also use myself or pliers. And replace with a normal bolt.
