    So I assume the Bill covers all types of pet not just stray cats, and considering the whole pandemic pooch thing and increasing monetary value attached to dogs these days, I’d have thought that was a major focus of the bill, with felines and other animals added as a bit of an after thought.

    Is this really a ‘Story’ or just a bullshit piece to wind up angry Dads?

    “Could” is doing some heavy lifting there.  That’s straight out of the Daily Mail / Express playbook, obviously it won’t because it’s plainly stupid but it “could.”  It “could” rain wombats tomorrow, I “could” spontaneously sprout a second willy, journalists “could” gain a degree of integrity.

    It can be both.

    Seems like a reasonable proposal having read the Indie link, reads like its aimed at organised crime, and not Mrs Moyes who has taken to feeding her neighbours Cat.
