http://www.steephill.tv/tour-de-france/ tends to update a list of working ones. You'll need to mess with a proxy server to pretend you're in another country for some of them

sound – our connection although meant to be 8 meg is shit and not sure if it will stream well so reluctant to sign up to eurosport

There's a test thing on the Eurosport page before you sign up. It was shite on mine so I gave it a miss.
