    Only damping frame that comes to mind is the Roubaix

    Roubaix or Diverge, probably.

    Unless you mean at the join between the seat stay and seat tube, in which case I’m stumped.

    Unless you mean a Trek. The Domane has a “decoupler” there which looks like a damper
