Levers really stiff, will not pull to bars, both front and rear the same
Brakes rub slightly pull lever it moves a few mm and brake is locked on
They where recently bled and where okay then bike was hanging from the wall by front wheel for a few weeks
    What’s the issue/fix?

Did you use the right fluid (DOT4 or DOT5.1)? Mineral oil (for shimano/magura brakes) will ruin the seals and DOT5 (rare, but available) is immiscible with water so can allow it to freeze.

Did they work after bleeding? It sounds like too much fluid, in which case just open the bleed nipple and squeeze the lever gently to let a little out, catch it in a bit of tissue.
